Elly graduated from the University of Texas School of Law. She began her legal career as a prosecutor.
Elly worked at the Office of the Attorney General for Texas for several years as counsel and as Acting Division Chief in the Crime Victims Compensation Division. She ended her OAG career in the Transportation Division practicing Condemnation Law.
She has been in private practice since 2000, focusing primarily on property law and family law.
